TCMA stated in the 2017 Waste Management Symposium: “If 28 million tons of municipal waste recycled, 7 million tons of alternative fuel can be produced and used in cement factories”
By the leadership of Ministry of Environment and Urbanization of Turkey, “Waste Management Symposium” was held on 26 February to 2 March 2017, in Antalya.

Purpose of the Symposium was; strengthening, upgrading, exchanging information with relevant stakeholder groups (Universities, Private Sector, Environmental NGO’s, Association and Corporations, Institutes, Municipalities) about applications related to waste management, and assessing the innovations in the field of waste management.

Turkey Cement Manufacturers Association and representative of the cement sector participated to the event.

On the first day of the symposium where TCMA was one of the silver sponsors, Our CEO İsmail BULUT made a presentation on "Usage of Alternative Fuels Produced from Domestic Waste in the Cement Industry".

In this presentation, which was of great interest to audience, he emphasized that the Turkish cement sector supports;
  • Using concrete roads to reduce current account deficit of 1.5 billion USD annually
  • Reduce 1.7 million tons of CO2 annually and reduce municipal solid waste by 80%
  • Reduce the use of landfill areas by using dried sewage sludge

Current Situation
  • The municipality is spending money on waste collection (Typical value 60-110 TL/ton.waste). Waste collection costs vary as per population, geography, climate and storage areas.
  • The municipality is spending money for landfilling of the solid wastes.
Domestic RDF (Refuse Derived Fuel) production solution
  • The municipality will sign the contract, giving the investor a long-term business commitment
  • The investor will commit on units will be stocked out of 100 units of waste to the municipality. (For example, 20 units out of 100 units of waste, in other words  the amount of waste is reduced by 80% )
  • The investor will set up a "mechanical, biological pretreatment facility" (MBT) for wastes.
  • The municipality will continue to collect waste in the same way and the waste collection fees will not change.
  • The municipality will deliver the collected waste to the "mechanical, biological pretreatment facility" MBT facility instead of the landfill site and will pay the pre-processing fee to the MBT plant investor for every ton of refuse.
  • The garbage to be stored after the process at the MBT plant will be transported to the storage area by the municipality.
  • The pretreatment plant will generate domestic RDF from the waste and reduce the amount of waste (e.g. 80%) as it has committed.
  • Thus the amount of garbage that the municipality will store will be reduced by the amount committed to the contract.
  • The investor of the pre-treatment plant will sell the recyclable material to the recycling firm and the Domestic RDF to the cement factories.
In addition, the following main messages were given:
  • 28 million tons of municipal solid waste is produced in Turkey and 7 million tons of alternative fuel can be produced from these wastes
  • The cement sector has around 7 million tons of domestic RDF recovery potential
  • In this regard; it is possible to save imports of about 3 million tons of  coal/similar solid fuel, to save  1.7 million tons of CO2 annually from fossil fuels and reduce the CO2 emissions from fossil fuels by 7%
  • Prevention of methane gas in landfill site (It is a greenhouse gas that is 21 times more effective than CO2.)
  • Reduction of landfill area
  • Cement factories have the potential to use dried sewage sludge
On the opening day of the symposium, with the Presidency of Undersecretary of Ministry of Environment and Urbanization Mr. Mustafa ÖZTÜRK, a meeting on sectoral problems was held with the participation of relevant General Managers and private sector representatives. On behalf of the cement sector, the following issues were raised:
  • It is important that the cement sector proposal on solid waste management should be included in the 2023 Waste Management Action Plan.
  • The cement sector can generate process energy by obtaining additional fuel from municipal waste with considerably has low investments compared to systems such as incineration and gasification. It is important for the government to support this system with incentives.
  • The cement sector has established waste heat power generation plants with its own resources. We hope that these facilities can also benefit from government incentives.
